Abstract

Literacy is no doubt a vital instrument that appropriately influences individuals and national
development. Literacy is at the heart of basic education for all and essential for eradicating poverty, reduce child mortality, curbing population growth, achieving gender equality and ensuring sustainable development, peace and democracy and ensuring quality and inclusive Education for All (EFA). Adult literacy education is seen from different perspectives and people attend literacy programmes with different intentions coupled with the fact that people get involved in the various programmes based on their immediate needs so that the level of literacy attained can earn them sustained development. Thus, it becomes imperative for the local government council being the closest to the masses at grassroots to take literacy provision seriously. This study was therefore designed to assess the Concepts of Adult Literacy, importance of Adult literacy, Local Government and literacy promotion(s) and its pitfall, conclusion and recommendation.
